Like I said I'm new beek,I must have misunderstood cluster, I thought when cold the bees clustered over brood to keep brood warm, if you were to get freezing weather next week, those bees would cluster in the empty cells ?

They will cluster over the brood if there is brood. If the cluster is larger than the brood, they will crawl into the empty cells to get closer together. The cluster is as tight as they can make it.

Google  "heater bees".

Further to what Iddee posted. when bee cluster they do so in 2 layers the inner cluster where they maintain the temp to feed keep the brood Where the bees live in there warm nest. The outer cluster is where the warm fed bees create an insulating barrier  using their bodies to make a dense insulating mass. In areas where the comb is empty the bees fill the empty cells by entering them so to keep the insulating barrier a complete mass against the cold. all around the center cluster.

I have had 2 queens in a double deep during flow.  After the flow was over one queen was booted and landed at the base of the hive with half a cup of bees. I kept putting her back, they kept kicking her out so I set her up in a nuc. No excluders on my hives

Yea, temp was upper 60's. They were not clustered. That was a pollen frame that the queens were on.

That is a pretty crowded double deep for Feb. There were about 5 frames of brood in it. I split it and divided up the brood and resources. Gonna go back and add a 2nd deep to both  boxes with pulled comb.

...That hive is crowded huh?...
A lot of bees for that early in the season Yankee.  You must be doing a lot of things correctly.  :-)
