Any idea what this is

Not my hive, trying to figure it out for a fellow beekeeper, bees do apparently have dysentery, ( wonder why ) thinking fermented something. Strong  foul odor present.

I was going to say granulated nectar but the foul odor throws me off.

It kinda looks like pieces of larvae to me. Could it be larvae that has been chewed up or tampered with?

Believe she also said smelled sour or fermented, but dysentery would also smell foul

this looks like sugar syrup to me.  When it starts to crystallise it looks like that.  The odour is not related to this, but most likely to a heavy nosema outbreak.
My advice: worth price charged :)

Looks like granulation or crystallization of honey or nectar to me.

No foulbrood I kind of thought it looked like something was crystallizing but it just did not look right. whenever I saw honey crystallize, the cells were always tightly packed with it no liquid whatsoever unlike this

Does not really look like crystallize syrup or nectar. Looks more like something the bees have collected, and then packed in some nectar. The foul smell has me buffaloed, unless they have brought something that has fermented.

I found some of this, or very similar, in one of my hives this afternoon. Never seen it before. I can't smell any strange odor. There were about a dozen cells with it.
I removed the frame and stored it where the bees can't get to it until we figure this out.

i agree with others, crystallization, with syrup/ nectar packed in giving the wet appearance, or like g said, something they brought in and packed nectar into.  i don't have a photograph of my own to share, so went googling, take a look at this photo:
