In TN, landowners do not need a license or permit to hunt deer on their own property. There's a form you can fill out in case the game warden comes by, or when you check in your deer or take it to the butcher (there are so many legalities about deer hunting now, you just about have to be a lawyer to hunt legally).
There is another form a landowner can fill out that gives others permission to hunt on the property, but the permit requester must have a license and permit, because they are not the landowner.
