Died with his shoes on?

A photographer brought this picture to the farmers market for me. He said he watched this one large bee struggling to fly from flower to flower for about 20 minutes, carrying this other bee. Is this a case of the feller literally being dead weight?

The bee on the bottom is a bumble bee, and what looks like a honey bee on it's back ~

No, the one on top isn't a honeybee. Too fluffy, its wings aren't long enough, and it's abdomen isn't right. Maybe male and female bumblebee mating?

The fact that the male seems to have died would be cause for the female to be struggling to fly from flower to flower. I assume the males should break off and die like honey bees?
