Queen cups

Hey all, I went through our big hive yesterday, she has one medium drawn and completely filled with honey, and one med. we put on two weeks ago 75% drawn and filled. As we went through the brood chambers I noticed 2 queen cups that had no eggs or larvea.
Question being, are they planning a swarm?
Should I leave them?

No, if it is only cups and no eggs or larva the bees make queen cups all the time very few get used.

The presence of queen cups is completely normal and indicates a healthy hive.  They do not mean anything by way of warning.

on page 12, (i think) is  "There are Queen Cups in my hive".  or do a search of 'cups' in the document, and you will come across it.  ;)
