New Federal rules related to antibiotics

I apologize if this is old news, but I just came across this and, as a newbee, this has me a bit concerned as to how I would handle such a thing.  What are the thoughts of the experts here?

I don't use antibiotics. If I find a need for them, I will call my state bee inspector and have them administer them.

I've had trouble with EFB symptoms for the past couple years, fortunately requeening/brood break has solved the problems and I haven't had to medicate. Unfortunately Michigan has no inspectors to turn to if the problem were to get worse. Sooooo, I guess I'll stock up a couple/three bags, throw em in the deep freezer (from what I've read the viability is increased by several years by freezing) and start the process of getting chummy with a vet.
If I started making calls (with a full explanation) today to the local vets is either laughter or have to pay big bucks for a single dose prescription, whatcha ya bet!

It is the nanny state at work.  I don't think many veterinarians are going to make house calls on apiaries.  They will hire an entomologist to go make the diagnosis.  They will then call in a prescription to one of our large bee suppliers.  Of course, this will cause the bee supplier to have a pharmacist in order to satisfy more government regulations.  When the entomologist, veterinarian, and pharmacist all have to be paid the cost of a cure will be in the hundreds of dollars.  China and Argentina imports will not be effected, so it will worsen our competitive position.  This is the government we elected.  As a total population, we want the government to take care of us from conception to resurrection.  Welcome to the nanny state.

Then the hives will weaken and get robbed out and spread everywhere?
