Poor queen or laying worker?

Tow Nucs I made up earlier this spring.  One is going gang busters the other not so.  Initially I suspected laying worker but now not so sure that it’s not either a new queen getting her act together or one that is just laying poor.  The good mic does have a frame
with an uncapped queen cell with larvae.  I initially started to move it over then decided that I probably
should wait til it’s capped.  Any suggestions as to how I should proceed?  I’m worlds worst at seems at spotting queens in either Nuc

Poor queen. Find her, squish her. Laying workers don't have capped workers. New queens getting started get it right before they start capping.

Thanks ID, my next endeavor - trying to find the queen lol.  I’ve looked when taking the pics and didn’t see her, but will get back in there tomorrow.  Should I consider letting them re-queen or moving the frame with queen cell over from the other nuc once it’s capped?

Both, then IF you buy another queen the old one should come to her cage within a few minutes of installing her if you haven't found her by then.
