Treating for Nosema when its still COLD

Fumagilin®-B
Now more than ever it is important to treat for Nosema. Fumagilin®-B fed in sugar syrup both spring and fall will help keep your spore counts low.
Easy to Mix.
Dissolves without heating and mixes directly into syrup. Easy mixing means you can feel confident your bees are getting the right dosage every time.

I have looked up treatment methods for Nosema.. but have found no way to treat when its COLD out and the bees are not taking syrup..
I lost one hive due to Nosema this spring before the bees would even consider syrup..

I have seen it fed in syrup, and I have seen it mixed with syrup and literally poured into the hive...  Neither of these things will work when the nights are still below freezing and the days are only in the low 40's.

In desperation I mixed Fumagilin with 1/1 syrup, then made sugar patties to put on top of the hives..  The bees refused to touch it.
The second hive I had that had Nosema managed to pull through, as they started taking syrup about the time signs started to get bad, and they seem to be doing well now.
Powdered sugar with Fumagilin mixed in and sprinkled on them?
So wondering how you guys treat for Nosema?

I will never use Fumagilin in my hives. It is a nasty product, banned in Europe for a reason and there are many studies that indicate that it either doesn't work or that it makes nosema worse.

OK, then what do you use to treat when you are sure your bees have it?
