I dont see any compensation forthcoming.. and in the event the queens did not arrive he was an idiot if he didnt recombine..  he lost business etc, but he should not have lost any hives/bees.

   I do think shipping companies should be liable to a certain extent. There are, and will always be conditions and situations beyond their control, but finding them in a warehouse?

I completely agree with LazyBkpr.  The guy should absolutely be recompensed for the $2000 or so that the queens cost, but another $10 000 for re-combining a bunch of Nucs that will make their own queens anyway?  It's true that he won't be able to deliver his Nucs on time, but as for "ruining" his hives, I don't buy it.  I was always told to make up Nucs when I actually had the queens in hand, I guess it's good advice.
My advice: worth price charged :)

That is the only way I will make nucs with bought queens. When I have them in hand, the nucs are made and queens installed that evening or the next day.

Bees are bees and do as they please!

I agree with this. I have been known to set the newly arrived queen on top of my refrigerator after a couple of drops of syrup, then suit up and make hive for her
