-Depends on the circumstances, gypsi. We had a truck hit a guy here. He sued the guy's estate and won.

Semi on a rural road at night. 55 MPH. Guy steps out, raises his hands, and laughs at the truck driver. The driver never had the time to even hit his brakes. Clear suicide.

Did you follow the Canadian link?  Hydrostatically testing a 39 year old pipeline is not a dumb precaution before reversing and increasing flow. Enbridge could voluntarily do it.  But if the pipeline authority doesn't order it, and enbridge doesn't do it, then when that pipe blows in 6 months, whose fault is it?

Sure in heck isn't mine, and like I said, this isn't rocket science. At least that spill will be in Canada (sorry Perry)

I don't know squat about pipelines and the CFR's that regulate them.  I have tested Class I injection wells in the past.  They are regulated by the USEPA, the most strict regulatory agency in the universe.  The EPA specifies annual testing only.  The tests have to be witnessed by state and or federal employees, but they cannot be tested more often as the test pressures are above the safe operating pressures.  Maybe the pipelines are under similar rules and regs.

The good news for many is that I am through with this thread.
