How far can you ship a queen?  Would she make it to Texas?  Are they mated queens?

They are shipped here  from Hawaii by the hundreds. I would think Texas would be no problem. If your temps are 3 digit, you may want to go UPS overnight. Yes, mated and have capped brood to determine the laying pattern.
