Winterizing hive in OH

It's starting to get chilly here, so I'm getting ready to button up the hive.  I snagged a healthy piece of Styrofoam insulation out of my husband's project area and have seen some simple ideas on how use it.  Keyword is "simple". So that being said...when should I insulate this hive???  We've had a couple of nights in the low 40's already. 

I'm wanting to seal up this hive already.....We've had reports of foul brood not too far away...so local beekeepers are kind of paranoid and vigilant about inspecting our hives. We were laughing that maybe we should just seal up the hives right now.  It's not funny...but when you've been paranoid for a period of time you have to joke about something.

IMO, button it up. Foulbrood is a slow progression type of disease and probably isn't going to show up till brood rearing gets ramped up in the spring (or later) anyway, and all your doing is disrupting the hives when they're should be settling in for the winter.
