Did they trap the bear and relocate?
I live in the midst of bear country. They show up here all the time. My bear fence consists of 54" stock panel with t-posts at least every 8', 4' is better. Solid braced corners are a must. The panels are affixed to each other with cable clamps. The electric fence runs 6-8" above the panel and 18" from the ground on extended insulators. Also a good deep ground stake is required and ground the stock panel. A bear can walk down just about any fence one builds but will nose around the fence and over the top first and hopefully get a serious shock out of it.
Also, as stated a strip of bacon or foil with peanut butter will get his tongue bit and change his mind.
I also have a pair of worthless hounds that hate bears, coyotes and all varmints in general and will chase them off as soon as they are aware of them. Sounds like a lot of trouble but a hungry bear is a determined and stubborn varmint.
