Is it important to feed hungry bees protein?

I have some beehives that are very low on honey this winter. Is it important to feed them some sort of pollen/protein, or is straight white sugar enough?

White sugar is enough for the adults. They need protein for the larva. Be sure there is enough pollen or sub to raise the young.

They had some pollen last time I checked just very low on sugar. I don't really want to encourage them to produce much more young as I believe them raising too much brood is why they're so low on food to begin with.
