filling in the hole in the inner cover

One of my hives is filling in the hole on the inner cover.  I trying to let bee be bees.  Any ideas?

you are right on to let them be bees.......if you remove the propolis, they will just fill it in again, and then one day you open the hive and it's gone.  to a certain degree, i think sometimes bees do this for their 'comfort' level,  ie venting, drafts, warmth, etc.....some bees propolize worse than others.

When I add my winter insulation on top of the inner cover I put a small piece of that plastic corrugated  stuff over the hole to keep them from chewing up the insulation. If they want to glue it up they can, and it saves them the effort.
