Or maybe this do-gooder doesn't really know that much about bees and bee behavior?

Absolutely the latter.

Looking at the up side of this (instead of laughing  ) anything that educates and creates awareness about the plight of the honey bee is good.  The credit card size is good and practical.  Recycling unused plastic is good.  I would hope he would attach labels to the back of the card explaining how to mix sugar syrup and refill or some education info about honey bees.
