If the compressor is not starting and what the previous owner heard was the condenser fan motor running it could be a failed start or run capacitor, or the start switch for the start Capacitor.

Started to watch that Apis, but after a few minutes realized it was too far over my head. :-[

Only need to worry about that if the compressor does not start.
Another thing you can do is take a spray bottle with 1 part dish soap and 4 parts water spray it on all joints, site glass, service valves, If you see bubbles then this is where it is leaking freon.
First i would check that all motors are running and for air in the site glass if it has a site glass.
Don't let it intimidate you They look a hole lot more complicated than they are.
You have a compressor that keeps the freon moving in the system. a condenser coil to take heat out of the freon so the freon will return to a liquid state. Then the liquid passes threw an orifice and lowering the pressure of the freon that then flows through the evaporator coil inside the unit. Releasing cold (actuality attracting heat from the inside of the unit warming the freon returning the liquid back into a vapor so the compressor can pump and compress the air again.
There are 2 fans one to draw air thr0ugh the condenser and another to push air through the evaporator coil.
The rest is just for temp control.

OK, decided the easiest thing to do was load it up and take it to a place that works on them, Kings Refrigeration.
Apparently Foster went out of business (made in Quebec), but on the upside they said they were one of the better ones made, the only thing they can't get are "body" parts anymore, but the rest of it is readily available. Makes you wonder though, why would an outfit that made some of the "better ones" go out of business?

Turns out it was a relay that was fried. When they first tested it, it was drawing 21 amps, and they said it should only be drawing around 4. They said it would run and then overload and kick out? Anyway, the relay did the trick. They said the coil was filthy and needed a good cleaning and a cardboard shroud was mangled and hitting a fan so I gave them the go-ahead to "service" it. It will probably cost me a couple hundred when all said and done but considering I got it for free I'm OK with it. It should be great for making creamed honey year round.

Figured it was most likely something minor.
Or can sell it and make a nice profit.

So you took it too a professional.  My old dad said, "everything is paid for."  Still, it appears you are into the appliance on the cheap, and if you are not certain what the fix is, you are always better off taking it to the professional.  It appears your diligence has been rewarded once again.  You are a good forager.  Congratulations!

Total bill with the relay and complete servicing is $230.00
I admit that I know what I am and am not capable of, and this was one of those things. Some folks can do almost any and everything themselves, but sadly I'm not one of them.
I'm still happy with the end result
